Housing Choices Toolkit Released to Assist With Local Planning

Toolkit offers proven policies to help create more housing choices so current residents, newcomers, and future generations can find a home that best fits their lives

BELLEVUE, Wash—August 19, 2020—Today, the Master Builders Association of King and Snohomish Counties (MBAKS) released a toolkit designed to help local communities create more housing choices.

As the Puget Sound region advances its collective response to the health, economic, and social crises created by the COVID-19 pandemic, those in the local homebuilding industry stand with their fellow community members. In creating and distributing this Housing Toolkit, MBAKS continues its collaborative approach to encourage the creation of more housing and more variety.

“Our region has for years been grappling with a housing crisis, and the pandemic and related economic crisis have significantly amplified the need for solutions that create more diverse and affordable housing choices for all,” said MBAKS Executive Director Kat Sims.

“We are often asked by local governments and community leaders for actionable ideas and solutions to plan for and enable more housing choices that fit the unique needs of each community. We are providing this toolkit in a spirit of partnership so cities and counties may more easily find a spectrum of proven housing policies and see which of their neighboring communities are already implementing these ideas.”

The MBAKS Housing Toolkit contains 37 specific code updates and process improvements jurisdictions can take to help provide more diverse, more affordable housing for our growing population. The toolkit is intended to serve the unique local needs of individual communities, help protect what current residents already love about our region and support the broader regional effort to plan for more housing choices.

Regulations and long permit timelines can create significant obstacles for those seeking housing by driving up costs and pushing new homes even further out of reach for many buyers and renters. There are, however, simple steps cities and counties can take today to help ease some of these regulatory burdens and reduce certain cost pressures on new housing without compromising environmental protections or other important policy goals.

All the tools featured in the toolkit can be adopted locally. None of them require state-enabling legislation. Included throughout the toolkit are examples of local jurisdictions already utilizing these tools and model codes that cities can reference. Some examples include policies that support accessory dwelling units (ADUs) in single-family zones, reduced parking requirements near transit, planning tools that facilitate infill development, video inspections, more transparency in permit timeline data, Built Green incentives, and affordable housing levies.

The MBAKS Housing Toolkit also includes a chart indicating the effectiveness of each measure to facilitate housing.

MBAKS Builds Ramps to Give Mobility Freedom to Those in Need

BELLEVUE, Wash., May 23, 2022—Since 1993 the Master Builders Association of King and Snohomish Counties (MBAKS) has built almost 600 wheelchair access ramps for families in need. Built by MBAKS members and community volunteers, these ramps provide a much-needed benefit for those who struggle to get themselves or their loved ones safely in and out of their homes.

“As one of our signature community stewardship programs, Rampathon is something we look forward to every year,” says Jerry Hall, Executive Director at MBAKS. “I have so much gratitude for our members, who lend their free time and knowledge to provide mobility freedom to individuals and families within our community.”

MBAKS is planning to build 27 mobility ramps for deserving families across King and Snohomish Counties this year. As part of this effort, they showcased Francisco Avila-Mooney, an 8-year-old who is wheelchair-bound and has multiple equipment needs for his therapy and care. At the time of the showcase, the Avila-Mooney Family did not have a ramp, which made it difficult to get Francisco out of the house. However, thanks to the efforts of MBAKS member, Shirey Home Pro, the family now has a new ramp that aids in ease of mobility and safety, making it easier to transport Francisco to and from his appointments.

In addition to the 22 member companies that volunteered to be a part of this year’s program, long-time program sponsor Dunn Lumber supplied the lumber at no cost and BECU provided funding as the Community Sponsor.

“MBAKS has been working tirelessly since 1909 to support builders who build homes for our communities and provide attainable homes for all,” said Traci Tenhulzen, MBAKS Board President and Executive Producer at Tenhulzen Residential. “It is a pleasure to be a part of an association that provides this invaluable service of universal access to those in need. Tenhulzen Residential has been building ramps for Rampathon since the program began and we look forward to building our 33rd ramp this summer.”

The 2026 Washington State legislative session kicks off January 12, and it will be fast, fiscal, and highly consequential for housing. As a 60-day supplemental budget session, lawmakers enter Olympia facing mounting housing affordability pressures, limited time, and a constrained budget.

Governor Ferguson’s proposed 2026 supplemental budget aims to address an estimated $2.3 billion shortfall in the 2025-27 biennium. The proposal relies on spending reductions, tapping the state’s rainy-day reserve, and reallocating existing funds, rather than new taxes in the supplemental.

The shortfall reflects slower revenue growth, driven by weaker real estate activity and employment, alongside rising costs to maintain existing services. As a result, budget negotiations are expected to focus on fiscal prioritization and cost containment, with renewed discussion of potential revenue options. This includes proposals such as a payroll expense tax on large employers, changes to property tax growth limits, and renewed discussion of a high-income or “millionaire” tax as lawmakers weigh options to address the budget gap.

Despite these constraints, housing remains a top priority. Lawmakers broadly agree that we cannot address affordability without building more homes—but debate continues over how to do that.

Given budget realities, the most viable housing policies will be those that speed delivery, reduce risk, and avoid adding new costs. That is exactly where Master Builders Association of King and Snohomish Counties (MBAKS) is focused.

MBAKS 2026 Legislative Priorities: A Practical Path to More Homes

In 2026, MBAKS is advancing a focused, solutions-oriented agenda aimed at reducing delays, lowering costs, and expanding housing opportunities across Washington. Our priorities reflect what builders experience every day—and what moves the needle on affordability.

Subdivision Reform & Streamlining

Washington’s subdivision laws are outdated and unnecessarily complex. MBAKS supports modernizing subdivision statutes by clarifying pre-application requirements, requiring administrative approval of plats within urban growth areas, and encouraging concurrent review of plats and construction plans. These changes will shorten timelines, reduce risk, free up local staff capacity, and expand infill housing opportunities (HB 1818; SB 5633).

Clear & Objective Development Standards

Subjective regulations create uncertainty, delays, and higher costs. MBAKS supports legislation to ensure local development regulations are clear, objective, and predictable, leading to faster and more reliable permit approvals (SB 5613).

Self-Certification & Review Cycles

Redundant reviews drive up costs without improving outcomes. MBAKS supports allowing licensed professionals to self-certify code compliance and limiting projects to three review cycles when standards are met, preventing endless delays (SB 5729).

Building Code Pause

Constant code changes add cost and uncertainty. MBAKS supports rebalancing the Building Code Council’s membership and pausing frequent code updates to stabilize construction costs and improve affordability.

Rural Accessory Dwelling Units (ADUs)

Rural communities also need housing solutions. Streamlining Accessory Dwelling Units (ADU) permitting in rural areas can support multigenerational living, expand housing choices, and strengthen rural communities (HB 1010).

Oppose Increases to Fees, Taxes, & Housing Costs

At a time of record affordability challenges, Washington cannot tax or fee its way to more housing. MBAKS will oppose policies that increase housing costs through higher fees or taxes and continue advocating for solutions that make homeownership more attainable.

The Bottom Line

The 2026 session will test whether Washington is serious about addressing housing affordability. With limited time and tight budgets, success will hinge on cutting red tape, restoring predictability, and resisting policies that drive costs higher. MBAKS will remain at the table throughout session, advancing practical reforms that help builders deliver the homes Washington urgently needs.
