Two Seattle mayoral candidates and one city council candidate shared their perspectives this week on hot housing topics in the expanding city, including affordable housing, clean energy, and density issues.

The contenders took part in a panel that discussed ways to make the region “inclusive, resilient and vibrant” as part of Built Green’s 2017 Conference on September 14. The annual event brings construction sector stakeholders together to learn about current best practices and technology for environmentally friendly building.

Master Builders Association Names Lowe Director of Government Affairs

BELLEVUE, Wash.—June 26, 2018—The Master Builders Association of King and Snohomish Counties announced that it has named Marco M. Lowe as director of Government Affairs.

Prior to joining MBAKS, Lowe served as vice president of Seattle’s renewable district energy system, Enwave Seattle, where he led the system’s growth, government relations and other operational duties. Earlier, he served as department director in Seattle’s Office of Intergovernmental Relations.

Before his role at Enwave, Lowe worked as chief of staff at New York City’s Department of Small Business Services, as director of community relations for Mayor Greg Nickels and as a member of Gary Locke’s gubernatorial staff.

“I am very excited to be joining the team at MBAKS and am ready to help carry on the critical mission of housing the Puget Sound region,” Lowe says on his new role. “The advocacy work at the association is an integral part of this mission, and I am lucky to be working with such a strong group on the Government Affairs team.”

MBAKS Executive Director Kat Sims says, “In our continued efforts to advocate for the builders and residents of our great region, Marco’s experience with city government will be an asset to our association members as well as the cities and homeowners for which they build market-rate, middle-income and affordable housing options.”

Lowe received a Bachelor of Arts at the University of Washington before earning his master’s degree in public administration from Harvard’s Kennedy School.

Lowe begins his tenure at MBAKS June 27.

LDC Inc. went to Washington, D.C. October 24 to advocate for sensible stormwater management regulations that lead to clean water for communities instead of mountains of paperwork.

Representing builders and developers who do business in Environmental Protection Agency Region 10, Clay White, principal planner, joined nine other NAHB members from across the country to meet EPA Administrator Scott Pruitt and his top local enforcement officials.

NAHB members suggested several ways EPA could improve the process, including:

• A simplified permit process for small lots. EPA's compliance template for single-family homes in large subdivisions that could also serve as a streamlined permit: it's concise and written in "builder language" because NAHB helped develop it.
• A "find it, fix it" approach. Rather than penalize first-time violators, EPA inspectors should provide compliance assistance during site visits and allow builders to correct minor infractions so they can do it right the next time.
• Better coordination among regulators. Multiple visits from local, state and federal inspectors to the same site can result in very different observations and citations. The EPA needs to allow the states, and not themselves, to play the lead role in stormwater enforcement.
• Continued participation in EPA's "Smart Sectors" Program. Homebuilders were invited to participate this business community partnership to develop sensible regulations while protecting the environment and public health.

White was pleased at EPA's response. "It was tremendous to meet with Administrator Pruitt and the EPA team on issues that are impacting our building community. I believe that this meeting will result in positive outcomes for the builders in our region."
